Jepara Ranks Among 23 Top Regions in Central Java After Securing 16th Consecutive Unqualified Opinion from BPK
Jepara Kartininews.com - The Jepara Regency Government has once again achieved a proud accomplishment by obtaining its 16th Unqualified Opinion (Wajar Tanpa Pengecualian/WTP) from the Audit Board of the Republic of Indonesia (BPK) on the Local Government Financial Report (LKPD) for Fiscal Year 2025. The WTP opinion was presented during the handover of the Audit Report on the 2025 LKPD, held at the BPK Representative Office for Central Java Province in Semarang on Thursday (11/6/2026). The award was received directly by Jepara Deputy Regent Muhammad Ibnu Hajar (Gus Hajar) alongside the Chairperson of the Jepara Regency DPRD, Agus Sutisna.
Jepara Regency has successfully maintained the WTP opinion for 16 consecutive years, making it one of 23 regencies and cities in Central Java Province to receive the WTP opinion this year. This achievement demonstrates the Jepara Regency Government’s consistent commitment to implementing transparent, accountable regional financial governance in accordance with government accounting standards.
Jepara Regent Witiarso Utomo had previously emphasized that preparing and submitting financial reports is a form of accountability by the regional government and a mandate of applicable laws and regulations. “This is an obligation of the regional head in accordance with the prevailing provisions,” he stated during the handover of the unaudited 2025 LKPD to BPK last March.
According to him, achieving the 16th WTP opinion serves as motivation for all ranks of the Jepara Regency Government to continue improving the quality of governance and public services. Meanwhile, Head of the Jepara Regency Regional Financial and Asset Management Agency (BPKAD), Hasanudin Hermawan, explained that maintaining the WTP opinion for 16 consecutive years is the result of collective work by all regional apparatus.
“The success of Jepara Regency in maintaining the WTP opinion for 16 consecutive times is the result of collective efforts by all regional apparatus. The key factor is the strong commitment from the Regent, Deputy Regent, DPRD, and all regional apparatus to accountable and transparent financial governance,” he said.
Hasanudin explained that this success is supported by compliance with regional financial management regulations, from planning, budgeting, implementation, administration, to reporting and accountability. In addition, strengthening the Government Internal Control System (SPIP), risk management, synergy among regional apparatus organizations, and the use of information technology have also been important factors.
He stressed that the WTP opinion is not an end goal, but rather an instrument to ensure that every rupiah of the regional budget is used effectively, efficiently, and on target for the community. “We view WTP not as the final objective, but as a tool to ensure that every rupiah of the regional budget is used effectively, efficiently, and appropriately. Good financial management must support the region’s priority programs, improve the quality of public services, regional development, and the welfare of the people of Jepara,” he said.
He added that BPKAD continues to promote performance-based planning and budgeting, strengthen regional cash management so that development programs run on time, optimize the utilization of regional assets, and increase transparency and accountability to strengthen public trust in the regional government.
“We will use this achievement as motivation to further improve the accountability of regional financial management so that the benefits of development are truly felt by the people of Jepara,” Hasanudin added.
Separately, Jepara Regency Inspector Eriza Rudi Yulianto stated that the Inspectorate plays a role in maintaining the quality of government governance and minimizing potential findings in regional apparatus. The Inspectorate consistently conducts guidance and supervision through reviews, probity audits, consultations, socialization, monitoring of follow-up on audit results, strengthening of SPIP, and risk identification and mitigation in every program and activity.
“We continue to remind everyone of the importance of compliance with laws and regulations so that potential irregularities can be minimized from the planning stage through to activity implementation,” Eriza said.
In addition, the Inspectorate routinely carries out assurance and consulting activities in the form of guidance, socialization, consultation, and mentoring to all Regional Apparatus Organizations (OPD) to improve understanding of regulations and good regional financial governance. These efforts strengthen the capacity of financial managers through various education and training activities tailored to the needs and priorities of the region.
“We hope the WTP opinion can continue to be maintained and serve as motivation to improve the quality of governance that is better, more transparent, and accountable. The most important thing is not only obtaining the WTP opinion, but also ensuring that regional financial management delivers optimal benefits for the community,” he concluded.
