Semarang Mayor Proposes Revision of Apartment Regulation
Semarang Kartininews.com - Semarang Mayor Agustina Wilujeng Pramestuti has proposed revising the Regional Regulation (Perda) on apartment buildings (rusun), which is considered no longer relevant to current developments. The regulation, which still follows the old scheme from around 1996, is seen as an obstacle to efforts to organize vertical housing in Semarang City.
Agustina stated that various new national regulations, particularly in the people’s housing and agrarian sectors, should serve as references for resolving urban spatial planning issues. However, limitations in local regulations have prevented their implementation from running optimally.
“The current Perda is still the old one, so we haven’t been able to make many improvements. Hopefully, with this new Perda revision, we can adopt various inputs, including from the Regional House of Representatives (DPRD),” Agustina said on Monday (4/5/2026).
She explained that the revision of the rusun Perda is expected to address various community needs, ranging from improving the quality of facilities, ensuring more equitable use of residential units, to strengthening the management system. In addition, the updates are aimed at providing more modern facilities that better suit the current needs of urban communities.
With the new regulation in place, the Semarang City Government targets more optimal organization of apartment buildings in the coming years. This step is considered important to support the provision of decent housing amid limited urban land availability.
On the other hand, Agustina acknowledged that the construction of new apartment buildings is still constrained by limited regional budget (APBD). Therefore, the Semarang City Government plans to request funding support from the central government.
“For the construction of new rusun, our APBD is not yet strong enough. We will propose it to the central government, and hopefully Semarang can receive an allocation,” she said.
So far, the Semarang City Government has proposed three locations for new rusun developments: the Tugu, Tembalang, and North Semarang areas. Specifically for the North Semarang area, the land condition still requires a reclamation/filling process before construction can begin.
As a solution, the City Government is partnering with the Central River Region Agency (BBWS) to utilize fill material from other projects. This step is expected to reduce costs while accelerating land preparation.
Through the Perda revision and support for new rusun developments, the Semarang City Government hopes that future vertical housing management can be better, more equitable, and able to meet the needs of communities in urban areas.
